SRP or APS: which electric utility comes with the home?
You don't pick your electric utility in metro Phoenix. The address does. Here's how much of each city sits in SRP territory and what changes with the utility.
Two ways to start
- Search homes by payment
Create your free account to see all homes for sale that fit the monthly payment you're comfortable with, each with its actual property taxes, HOA dues, estimated homeowners insurance, and mortgage insurance when it applies, plus its own estimated closing costs and APR disclosure.
Opens the MABLS home search. Payments shown there are estimates to help you search, not a loan offer or rate quote. Your actual payment depends on price, down payment, credit, taxes, insurance, HOA, and loan program.
- Get pre-qualified (Apply now) (opens in a new tab)
Get pre-qualified with Pam Messina at Rebel Rate Mortgage. Once you're pre-qualified, Pam can update the maximum monthly payment and total funds to close in your home search, so the homes you see match what you qualify for. If you'd like, she can also give you a free, no-obligation introduction to a real estate professional so you can start touring homes.
Opens Rebel Rate Mortgage's secure online application (my1003app.com) in a new tab. Pre-qualification isn't a loan approval or a commitment to lend; approval depends on underwriting, verification of your information, and the property.
Applications are handled by Pam Messina, NMLS #245626, Rebel Rate Mortgage, Inc. (NMLS #2571369).
How do I know if a home has SRP or APS?
Quick answer: It depends on the address. SRP's territory follows 1950s territorial agreements with APS, so it covers almost all of Mesa, Gilbert, Chandler, and Queen Creek but only about 38% of Phoenix and 8% of Scottsdale by land area. Buckeye, Surprise, and Goodyear sit outside it. Confirm with the utility before you buy.

Why the utility is tied to the address
SRP's published territory layer describes its electric service area as set by the August 31, 1955 territorial agreement between SRP and APS and a September 15, 1954 agreement with Mesa. The layer includes some "islands" served by others and excludes power-contract areas. You can't switch between SRP and APS by choice; a home inside one territory gets that utility.

How the two utilities differ
| SRP | APS | |
|---|---|---|
| What it is | A community-based, not-for-profit utility governed by the Salt River Valley Water Users' Association and the SRP Agricultural Improvement and Power District, both with elected boards and councils | Arizona's largest energy company, serving about 1.4 million homes and businesses in 11 of Arizona's 15 counties |
| Size | More than 1.2 million electric customers in central Arizona | About 1.4 million homes and businesses statewide |
| Time-of-use peak hours (residential) | Plans named for their windows, such as "Conserve 6–9 p.m." and "Manage Demand 5–10 p.m." | On-peak 4–7 p.m. weekdays on its time-of-use plans |

Why buyers should care
- Peak windows shape the bill. A home with a pool pump, EV, or west-facing living room will cost differently on a 4–7 p.m. peak than on a 6–9 p.m. peak. Ask the seller for 12 months of bills and the plan they're on.
- Solar contracts follow the utility's rules. If the home has leased or financed solar, read the agreement and the utility's solar plan before you offer.
- Utilities aren't in the mortgage payment, but they are part of what you can afford each month. Build them into the budget you search by.
How to confirm a specific home
- Ask the listing agent which electric provider serves the home and request recent bills.
- Check the address with SRP's and APS's service area maps.
- Check water and sewer separately; they're often a city or private water company, not SRP.

Frequently asked questions
Is SRP or APS cheaper?
We don't compare bills, because costs depend on the plan, the home, and usage. The bigger factor you can check is the peak window: APS time-of-use plans peak 4–7 p.m. weekdays, while SRP offers plans with 5–10 p.m. and 6–9 p.m. windows.
Is there an SRP vs. APS map?
Yes. SRP publishes its electric service territory as a map layer, and APS publishes service area maps. Our table shows how much of each city falls inside SRP territory by land area.
Can I choose between SRP and APS?
No. Service follows the address, under territorial agreements dating to 1954 and 1955. A home inside SRP's territory gets SRP; most homes outside it get APS or another provider.
Does Phoenix have SRP or APS?
Both. About 38% of Phoenix's land is in SRP territory, including essentially all of Laveen, Ahwatukee Foothills, and South Mountain villages. The north and northeast villages are APS territory.
Does Gilbert have SRP?
Mostly. About 94% of Gilbert's land is inside SRP's territory. Confirm the specific address.
Is SRP a government utility?
SRP describes itself as a community-based, not-for-profit utility governed by two organizations with elected boards and councils: the Salt River Valley Water Users' Association and the SRP Agricultural Improvement and Power District.
